The Allentown City Council voted 5-2 tonight to expand the city's Human Relations Commission ordinance to include gender identity and sexual orientation as distinct protected classes. The included definition for gender identity is the same definition used in the Philadelphia bill currently under consideration. That definition is "Self perception, or perception by others, as male or female, including a person's appearance, behavior, or physical characteristics, that may be in accord with, or opposed to, one's physical anatomy, chromosomal sex, or sex assigned at birth."

The bill adds "gender identity" to a long list of other protected classes in empoyment, housing and public accomodations. "Gender Identity: Self perception, or perception by others, as male or female, and shall include a person's appearance, behavior, or physical characteristics, that may be in accord with, or opposed to, one's physical anatomy, chromosomal sex, or sex assigned at birth; and shall include, but is not limited to, persons who are undergoing or have completed sex-reassignment."

New Hope, PA, Passed in September 2002
The Borough Council in New Hope Pennyslvania became the newest municipality to take a stand against discrimination and pass an anti-disrimination ordinance that protects people based on both their gender identity (with gender expression appropriately included in the definition) and sexual orientation. The vote was unanimous.
