as male or female as indicated by the designation of male or female
on any official identification form recognized within the State
of Illinois, including a driver's license or state identification
card.

Chapter 28 of the Decatur Human Rights Ordinance was amended on
October 7 with the addition of sexual orientation: "Sexual
orientation' means having or being perceived as having an emotional,
physical, or sexual attraction to another person without regard
to the gender of that person; or having or being perceived as
having an orientation for such attraction; or having or being
perceived as having a self-image or identity not traditionally
associated with one's biological maleness or femaleness. 'Sexual
Orientation' does not include a physical or sexual attraction
to a minor by an adult."

Gender Identity Amendment
Amends the Chicago Human Rights Ordinance, Fair Housing Ordinance,
and Chicago Personnel Code with the following definition: "Gender
identity" means the actual or perceived appearance, expression,
identity, or behavior, of a person as being male or female, whether
or not that appearance, expression, identity or behavior is different
from that traditionally associated with the person's designated
sex at birth.
In addition, there were existing public accommodation exemptions
in the human rights ordinance that had to be addressed. These
had exempted sex from certain same gender spaces. We addressed
them by adding an additional clause as follows:
(e) Notwithstanding subsections (a) through (d) above,
any person may use a public accommodation or any of its products,
facilities, or services that are open to persons of the sex or
gender relected on any government issued identification of that
individual, including a driver's license, a state identification
card, or passport.

County Gender Identity Amendment
Amends the Cook County Human Rights Ordinance with the following
definition: "Gender identity" means the actual or perceived
appearance, expression, identity, or behavior, of a person as
being male or female, whether or not that appearance, expression,
identity or behavior is different from that traditionally associated
with the person's designated sex at birth.
In addition, there were existing public accommodation exemptions
in the human rights ordinance that had to be addressed. These
had exempted sex from certain same gender spaces. We addressed

(d) Notwithstanding subsections (a) through (c) above, any person
may use a public accommodation or any of its products, facilities,
or services that are open to persons of the sex or gender reflected
on any official identification of that individual recognized by
the State of Illinois, including a drivers license or state
identification card.
And in the Housing section, the following clause was added to the same sex housing exemption: Any person may use a housing accommodation that is open to persons of the sex or gender reflected on any official identification of that individual recognized by the State of Illinois, including a drivers license or state identification card.
Note: the ordinance was amended on the floor prior to the vote to slightly change the wording of the exemptions to that given above. The vote passed by a 15-1-1 margin.
